Cryogenic liquids create an asphyxiation hazard because they boil off into gas that rapidly displaces the ambient air in an enclosed space. That cold, expanding gas reduces the concentration of breathable oxygen, so anyone in the area can become oxygen-deficient even if there is plenty of air in the room overall. In poorly ventilated spaces, this displacement can happen quickly enough to cause dizziness, disorientation, or loss of consciousness before distress is noticed. The danger is not from increased oxygen or instant combustion of the air; the gas simply lowers the amount of oxygen available for breathing, and may pool near the floor where it’s easier to inhale from breathing zones.

In hazmat response, moving from the hot zone to the cold zone is a scene-control decision that protects responders and others from exposure. The authority to change zone boundaries rests with the Incident Commander, who has overall responsibility for safety and operations at the incident. The IC evaluates hazards, ensures decontamination and safety measures are in place, and coordinates resources and personnel assignments. Once conditions are deemed safe and decontamination is completed, the IC can authorize entry into the cold zone and reallocation of work. Other roles like public health staff, building managers, or security guards support the response, but they do not have the authority to approve changing zone boundaries because that decision directly affects overall safety and containment.

When a release happens at ground level, the ground plane acts as a boundary that prevents downward spread. A release in open space would expand in all directions like a sphere, but the lower half is blocked by the ground, so you get a hemispherical dispersion pattern: the plume spreads outward and upward from the source, forming a hemisphere with the flat face along the ground. This geometric idea captures why the pattern looks like a sphere cut in half by the surface. The other patterns describe different spreading geometries: a circular dispersion implies spread mainly in the horizontal plane without the same vertical expansion, and cloud dispersion reflects a more wind-influenced, evolving plume shape rather than a simple geometric form.

The main idea is to take immediate protective action to remove people from exposure and bring in trained experts. Evacuating to a safe distance reduces or eliminates contact with the released substance and lowers inhalation and contact risks for bystanders. At the same time, contacting HazMat ensures responders who are equipped to assess the hazard, identify the substance, establish a periphery, and guide further actions such as decontamination or additional protective measures. This combination of rapid evacuation and professional guidance minimizes public exposure far more effectively than any other option. Moving bystanders toward the scene would spread the hazard and increase risk, while establishing isolation distances without a clear assessment can delay critical protective actions. Ignoring protective measures is unsafe and contrary to emergency response protocols.

Hazmat releases affect multiple areas at once because the danger spans people, the systems that keep society running, property, and the environment. The most complete answer recognizes all four domains—life, critical systems, property, and the environment—since exposure can harm people, disrupt essential services like power and water, damage buildings and infrastructure, and contaminate air, soil, water, and ecosystems. The other options are narrower: one covers people and property but misses infrastructure and the broader environmental impact; another focuses on wildlife and ecosystems but ignores human risk and infrastructure; and a third centers only on critical infrastructure, leaving out people, property, and environmental harm.
