The HOSA Medical Law and Ethics Competitive Event is designed to challenge Future Health Professionals to understand the complex, legal, and moral aspects of the healthcare industry. This assessment is not a professional certification but a core component of HOSA’s academic competitions, aimed at secondary (high school) and postsecondary/collegiate students.
This exam inspires future clinicians and administrators to explore legal responsibilities, standard of care, and contemporary bioethical issues, ensuring they understand the legal framework that guides healthcare practice.
While not a taught "course" in the traditional sense, this event evaluates a student’s mastery of a specific body of knowledge. The syllabus is derived from official HOSA reference texts and is structured as follows:
The Basics: Medical Law, Ethics, and Bioethics: An overview of definitions and core concepts.
The Legal Environment: State and Federal regulations, the legal system, professional liability, and public duty.
The Health Care Environment: Physician-patient relationships, medical malpractice, the critical importance of medical records, workplace law, confidentiality (HIPAA), and employment practices.
Bioethical Issues: Analyzing dilemmas related to the allocation of scarce resources, genetic engineering, and other contemporary ethical challenges.
The final assessment at a HOSA conference is a written examination consisting of a set number of multiple-choice questions—historically up to 100, though this can vary by competition year and level.
Students are generally given a time limit of around 90 minutes. A key differentiator in this event is the inclusion of a single tie-breaker essay question, which is only evaluated if two or more students have the identical written score to determine final ranking. There is no official "passing" score; the top performers move on to the next level of competition (Regional to State to International). Competitors are also expected to adhere to the strict HOSA dress code to receive full points.
Effective preparation requires a systematic approach. Students must first acquire the official textbook references listed in the current year’s HOSA Competitive Event Guidelines. Creating comprehensive flashcards for key legal and ethical terms—such as negligence, torts, contract components, and advanced directives—is highly recommended.
Analyzing sample questions from reputable practice tests is essential. Studying the official HOSA guidelines themselves to understand the percentage breakdown of the test helps prioritize topics. For taking the exam, students are monitored by school advisors during qualifying rounds and travel to official testing locations, which are typically large convention centers, high schools, or authorized meeting hotels during State and International Leadership Conferences.
A strong performance in this HOSA event demonstrates a solid understanding of a crucial area of the health science industry. It opens doors to future careers that blend medicine, law, and business, including:

Compliance Officer
Medical Records Technician
Patient Advocate
Health Information Manager
