About this Exam

The Minnesota Mortgage Loan Originator (MLO) license is a critical credential for individuals who wish to engage in residential mortgage loan origination activities within the state. This certification, governed by the Nationwide Mortgage Licensing System (NMLS), is designed for aspiring loan officers, mortgage brokers, and other professionals who help consumers obtain residential mortgage loans.

Passing the rigorous licensing exam, known as the SAFE Mortgage Loan Originator Test – National Component with Uniform State Content (UST), demonstrates a comprehensive understanding of federal and state laws, ethics, and mortgage industry practices, ensuring that originators act in the best interest of consumers and maintain the integrity of the financial system.

What the Course Entails and Exam Details

To become a licensed MLO in Minnesota, you must complete 20 hours of NMLS-approved pre-licensing education (PE). While Minnesota does not require additional state-specific education, the core curriculum is defined by federal mandates and must cover the following specific areas:

  • 3 Hours of Federal Law: A deep dive into key regulations, including the Real Estate Settlement Procedures Act (RESPA), Truth in Lending Act (TILA), Equal Credit Opportunity Act (ECOA), and the Home Mortgage Disclosure Act (HMDA).
  • 3 Hours of Ethics: This section focuses on fairness, consumer protection, fair lending issues, and identifying and preventing fraud in the mortgage industry.
  • 2 Hours of Non-Traditional Mortgage Lending: This covers products that fall outside of the standard 30-year fixed-rate mortgage, such as adjustable-rate mortgages (ARMs), interest-only loans, and balloon mortgages, including their associated risks and disclosure requirements.
  • 12 Hours of Electives: The remaining hours are designated for undefined education, which allows for broader instruction on the loan application process, qualification standards, underwriting concepts, and general mortgage knowledge.

What to Expect in the Final Exam

The actual licensing exam is a comprehensive multiple-choice test that challenges your ability to apply judgment to real-world scenarios.

  • Exam Format: The SAFE MLO Test – National Component with UST consists of 125 multiple-choice questions.
  • Scored Questions: Of the 125 questions, only 115 are scored. The remaining 10 questions are unscored pretest questions that are being evaluated for future use. You will not know which questions are unscored.
  • Passing Score: To pass, you must achieve a score of 75% or higher based on the 115 scored questions.
  • Time Limit: You are allotted a total of 190 minutes (3 hours and 10 minutes) to complete the entire exam.
  • Retake Policy: If you do not pass on your first attempt, you must wait 30 days before retaking the exam. This 30-day waiting period applies to the second and third attempts as well. If you fail a fourth time, you must wait 180 days (six months) before you are eligible to test again.

How to Study and Exam Centers

Effective preparation is key to success, as the national first-time pass rate is approximately 54%. We recommend a combination of structured learning and active practice:

  • Actionable Study Strategies:
    • Utilize Practice Exams: Regularly taking full-length, timed practice tests is the single most effective study method. This helps you get used to the time pressure and identifies your weak areas. Aim for scores of 80% or higher on practice exams before your actual test date.
    • Enroll in Exam Prep Courses: Consider investing in a dedicated exam prep course. These often provide an extensive bank of practice questions, flashcards, and simulated testing environments.
    • Focus on Applied Judgment: Move beyond memorization. Many questions will present a complex scenario and ask you to choose the "best" course of action, which requires understanding the why behind the laws and ethical guidelines.
  • How to Take the Exam:
    • NMLS Registration: Before you can schedule your exam, you must create an NMLS account and pay for the National Exam component through the NMLS website.
    • Scheduling via Prometric: Once payment is made, you will be directed to the Prometric testing website to schedule your appointment. The exam is administered by Prometric at their physical testing centers located across Minnesota and nationwide. Be sure to review the test center rules and arrive with valid identification on test day.
