About this Exam

The USCG Third Assistant Engineer (3/AE) license is the critical first level of unlimited officer licensure within the engineering department of the United States Merchant Marine. This endorsement, issued by the U.S. Coast Guard (USCG), certifies that a mariner has the necessary knowledge, theoretical understanding, and practical sea-service experience to serve as a watchstanding engineering officer. The license is designed for mariners who are progressing up from qualified ratings (such as QMED or Oiler) after accruing the required sea time, or for graduates of certified maritime academies. Holding a 3/AE license is the gateway to a life as a professional engineer responsible for the sophisticated machinery that powers global commerce.

What the Course Entails and Exam Details

Preparing for the USCG 3/AE examination is not a single course, but a culmination of study across the entire maritime engineering spectrum. The official USCG examination structure, as defined in 46 CFR, is divided into specific modules that test a candidate’s competence in unlimited tonnage vessels, regardless of propulsion mode. A comprehensive study plan must cover these core areas:

  • Q531 & Q532: Motor Plants: Testing everything related to marine diesel engines, fuel systems, lubrication, starting air, cooling, and related auxiliary equipment.
  • Q537 & Q538: Steam Plants: Covering main propulsion boilers, steam turbines, feed water systems, condensates, and casualty control.
  • Q533: Gas Turbines: Focus on theory, operation, construction, and control of marine gas turbine installations.
  • Q535: General Engineering & Q536: Electrical Engineering: These are foundational modules that cover thermodynamics, mechanics, electricity (AC/DC), electronics, automation, control systems, and shipboard electrical distribution.
  • Q534: Engineering Safety & Environmental Protection: Testing your knowledge of fire fighting, lifesaving, stability, trim, damage control, and U.S. laws and international regulations (such as MARPOL).

What to Expect in the Final Exam

The final USCG Third Assistant Engineer licensing exam is a multi-day, comprehensive test. It is not an online quiz. You must understand the official structure to properly manage your time and expectations:

  • Format: The exam is strictly multiple-choice. There are no essay or practical application sections within the examination room.
  • Structure: The exam is administered in multiple "modules" over a period of three to four days. A typical 3/AE unlimited exam candidate may sit for six to seven different modules, such as General Engineering, Motor Plants (I & II), Steam Plants (I & II), Electrical Engineering, and Safety.
  • Time Limit: Each individual module is allotted a rigorous time limit, usually 3.5 hours. It is crucial to practice your pacing.
  • Passing Score: To pass and be eligible for your license, you must achieve a minimum score of 70% on every single engineering module. If you fail one module, you must retake that entire module at a later scheduled date.

How to Study and Exam Centers

Successfully passing the 3/AE exam requires a blend of real-world sea service experience and dedicated academic preparation. Here are actionable study strategies:

  • Utilize Official USCG Materials: The USCG’s National Maritime Center (NMC) provides sample exam questions, illustration books, and specific guidance on topics. Download and familiarize yourself with NMC’s Exam Room Guide.
  • Deep Dive into Reference Texts: You must study the Code of Federal Regulations (CFR), NAVIC publications (Navigation and Vessel Inspection Circulars), and official technical manuals for diesel, steam, and electrical systems.
  • Master Practice Questions: This is a vital component of preparation. Using 3/AE Practice Tests allows you to become familiar with the wording of Coast Guard questions, understand how illustrations are used, and identify your knowledge gaps. It also builds your speed for the actual exam.
  • Enroll in Prep Courses: Many maritime schools and commercial training organizations offer dedicated "USCG License Prep" courses. These are excellent for structured review and simulation.

Exam Centers: Unlike other standardized tests, the USCG license exams are NOT taken at Pearson VUE or generic testing centers. They are administered solely at specific USCG Regional Examination Centers (RECs) located in major port cities across the United States. You must submit your application (form 719-B) and receive an "Approved to Test" letter before you can schedule your exam at an REC. Common locations include RECs in Houston, New Orleans, Miami, New York, Seattle, Long Beach, and Honolulu.
